What is the Clean Kent Campaign?
The Clean Kent Campaign was launched in May 2004, to tackle the issues of littering and flytipping, as well as graffiti and dog fouling, which all have an impact on our local environment and how we view it. The aim is to make Kent a cleaner county and one which we can all enjoy and be proud of.
Who is involved?
The Campaign is a multi-agency initiative, as by working together we can achieve a lot more and work more efficiently and effectively.
The key partners are:
- The 12 district / borough councils
- Kent County Council
- Kent Police
- Kent Fire and Rescue Service
- Environment Agency
- Highways Agency
- Crown Prosecution Service
- Kent Probation Area
- South Eastern Trains
- Network Rail
- Area of Outstanding Natural Beauty team
As well as these, there are a network of organisations which support the campaign such as Neighbourhood Watch, Duke of Edinburgh Award Scheme, and local countryside projects.
How will we know it is cleaner?
The campaign is subject to a Local Public Service Agreement and Local Area Agreement Target (The Kent Agreement), which places a stretch on performance. The Clean Kent target includes:
- Increasing public perception that Kent is a clean county
- Reducing rubbish fires
- Decreasing the number of flytipping incidences
These are monitored over a 3 year period between April 2005 and March 2008. Further information can be found on the Kent Agreement webpage.
As well as the Kent Agreement, there are a range of Best Value Performance Indicators(BVPI) which the Government uses to monitor local improvements and standards. A number of these relate to Clean Kent, such as BVPI 199, which seeks to maintain high quality of cleanliness for the streets.
How do we get there?
The campaign is working to achieve the following in order to clean Kent and maintain this for the future:
- Developing a strong and effective partnership approach involving all the key agencies in the county
- Delivering a robust multi-agency enforcement response to environmental crime
- Underpinning initiatives with prominent and influential marketing and communications to clearly inform those who live and work in Kent
- Effectively managing resources to maximise efficiencies within service delivery
- Investing in young people to influence attitudes and behaviours towards the environment
- Fostering community pride through active involvement and participation in initiatives

Your nomination will be looked at by the Clean Kent team who will work with partner agencies to improve the site and let you know what is happening.
Where private land is concerned, we can seek to encourage the landowner to take responsibility to clean up, however, we cannot undertake work on their behalf.
